Digital Citizen Summit 2025: People and Platforms- Let’s Talk Accountability

As part of their continued efforts to shape inclusive and rights-based digital ecosystems, partners of the Global Digital Empowerment Network (GDEN) are proud to support the seventh edition of the Digital Citizen Summit (DCS), taking place on 14–15 November 2025 in Hyderabad. Organised by the Digital Empowerment Foundation (DEF) in collaboration with the Centre for Development Policy and Practice, and with support from the Government of Telangana, this year’s summit is themed “People & Platforms: Let’s Talk Accountability.”

In a world where digital platforms increasingly mediate public life—impacting discourse, livelihoods, governance, and social cohesion—the summit offers a dynamic and collaborative space to interrogate and reimagine digital infrastructures in the public interest.
Building on the thematic legacies of previous editions, the summit brings together a wide array of actors including researchers, technologists, journalists, artists, community organisers, public institutions, and policymakers. Through panel discussions, roundtables, workshops, installations, games, and community showcases, DCS 2025 fosters vibrant, cross-sectoral dialogue and action for more equitable digital futures.

This year’s edition is also informed by the ongoing work of ARISE (Accountability and Responsibility in South’s Ecosystems)—a GDEN-aligned network of 50+ organisations across the Global South advocating for ethical, community-centred tech governance.

Through DCS, GDEN partners reaffirm their commitment to amplifying community voices, building bottom-up digital infrastructures, and co-creating digital futures that are just, accessible, and accountable.
